The Meghalaya Society for Social Audit & Transparency (MSSAT) is an independent organization established by the Government of Meghalaya to promote transparency, accountability, and citizen participation in public programs and schemes. MSSAT operates under the Meghalaya Community Participation and Public Services Social Audit Act, 2017, making Meghalaya the first state in India to pass exclusive legislation on Social Audit.

MSSAT works at three levels:
